Functional Units are defined by the Salutation Technical Committee. The Committee looks at a device, application or service and determines the basic functional entities contained there.
These basic functions become the Functional Unit. The Technical Committee then defines the attributes of the Functional Unit. These attributes, known as capabilities within the scope of the Salutation Architecture, are then specified in an abstract syntax.
